The Planning Commission on June 19 voted to approve a conditional use permit for Freedom Rent A Car to operate at 561 7th Street in downtown Lincoln.
Senior planner Efren Sanchez told commissioners the proposed business, submitted by Odi Ayala, would operate from an existing 7,000‑square‑foot building adjacent to an Allstate office and use three parking stalls for the rental fleet. Sanchez said the project exceeds the city’s parking minimums under Lincoln Municipal Code Title 18.44 and that staff finds the use compatible with nearby commercial and light‑industrial properties. Staff recommended a CEQA exemption and adoption of Resolution 2024‑17 to approve the CUP with conditions.
Commissioner McKinney raised whether the permit limits fleet size; staff pointed to Exhibit A of the CUP, which states the approved permit is for no more than three vehicles. The commission adopted Resolution 2024‑17 by roll call.
The permit includes conditions to prevent on‑site mechanical work and requires off‑site vehicle washing and maintenance as described in the application. The resolution directs staff to verify compliance with the conditions when permits are processed.
