Planning Commission approves 2-year extension for Lincoln Retirement Residence

Boniface, a city planner, told the commission that the applicant for the Lincoln Retirement Residence filed a timely request in April for a 2-year extension to a previously approved specific development plan and development permit. He described the project as a 153,000-square-foot retirement residence designed to offer 155 private suites with shared dining and activity spaces and said building permit plans are current and a loan award is pending approval of the extension.
Staff recommended the Planning Commission find the project categorically exempt from CEQA under Class 32 (infill development), and adopt a resolution approving a 2-year time extension subject to the original conditions of approval being carried forward. Boniface said the extension request stemmed from COVID-related work stoppages and other factors that caused inactivity and delays.
Commissioners asked for clarification about the requested 2-year extension versus language in the original 2022 resolution that referenced a 1-year extension. Boniface and staff explained the city code has changed since 2022 and that staff had advised applicants to request longer periods to avoid repeated short extensions. No members of the public spoke during the public hearing.
Chair Hutchinson called for a motion to approve the resolution as presented. The motion passed on roll call: Vice Chairman Gilbert (yes), Commissioner Jerry Johnson (yes), Commissioner Eklund (yes), Commissioner McKinney (yes), Commissioner Reedy (yes), Chair Hutchinson (yes). The chair stated the motion carried with six votes in favor and one member absent.
The commission’s approval carries the project forward under the existing conditions of approval; staff will process the extension and update permit records accordingly. The matter will next be reflected in the project file and any building-permit activity will proceed under the extended entitlement period.
