Dozens of Lincoln residents pressed the City Council on Aug. 27 over a recently revealed project proposed by an operator referred to as the Gathering Inn (TGI), saying the facility’s location and the manner of its arrival in the community raise safety and transparency concerns.
Speakers at the public-comment session — including a city planning commissioner and multiple residents who live adjacent to the proposed site — described the proposal as being too close to schools and a senior-apartment complex and said they learned of the project only after escrow closed. Whitney, a planning commissioner, called the site "fundamentally inappropriate" and said the project moved forward without proper local involvement. "Engaging with local authorities and the community is the right thing to do," Whitney said during public comment.
City officials told the audience that, according to information available to staff, the project is being advanced under the State Community Care Expansion program (CCE), established by state legislation AB 176, and that CCE-funded projects may not be subject to the…
