Council advances Title 18 changes to standardize permit durations and set 4-year initial approvals

At a public hearing, Michaela Noble, assistant planner with the Community Development Department, presented proposed amendments to Lincoln Municipal Code Title 18 that would standardize approval terms for discretionary permits. The Planning Commission had unanimously recommended the changes.
Under the proposal, discretionary permits would have an initial approval period of four years; applicants would be eligible for a single two-year extension approved administratively by the community development director, yielding a six-year potential life for an entitlement. Staff said the change would make permit terms consistent across entitlement types and reduce repetitive time-extension applications and fees (staff noted three extension applications processed in the prior year and said applicants currently pay a $3,000 fee when applying for extensions).
Council members supported the aim but asked whether staff would build in periodic check-ins so the city can track project status during a four-year period. Staff replied that while the code would not require formal check-ins, project managers could implement internal monitoring and conditions could be adjusted on a case-by-case basis.
A motion to introduce the ordinance by title only (first reading) was made and carried by roll-call vote.
