Council approves Stardust subdivision entitlements and CEQA addendum for Village 1

City staff presented the Stardust residential project and a CEQA addendum to the City Council on July 23. The project applicant, Beazer Homes, is proposing a roughly 77‑acre development within Village 1 that would include 302 village low‑density residential lots, about 20 acres of open space and a two‑acre park.
Assistant planner Mikaela Noble summarized project components and staff findings, saying the subdivision maps comply with the General Plan, Village 1 specific plan and city ordinances. Environmental consultant Adrienne Graham said project‑specific reports (biological and cultural resources) and the Village 1 Specific Plan EIR (2012) adequately addressed potential impacts; the addendum concluded that Stardust would not introduce new significant impacts beyond those analyzed in the Specific Plan EIR.
A neighboring property owner testified about the change in character near their 10‑acre parcel and asked whether Stardust Lane would remain private; staff and the applicant said Stardust Lane will remain a private road and that certain lot‑edge conditions were adjusted to provide larger lots and preserve trees along the project edge.
Planning Commission recommended approval (7–0) and staff recommended adoption of the CEQA addendum and approval of both tentative maps. Council moved and voted to adopt the CEQA addendum and to approve the large‑ and small‑lot tentative subdivision maps; roll-call votes were recorded as affirmative by Council member Joyner, Council member Brown, Council member Lauritzen and Mayor Carl Skint.
Staff noted that the project will require construction of Oak Tree Lane to State Route 193 and will include sidewalks, a 10‑foot multi‑use trail and standards for lot sizes and setbacks. Conditions of approval and mitigation measures from the Village 1 Specific Plan EIR were incorporated into the project’s conditions, and staff said the applicant submitted required Levine Act disclosures.
