The Lincoln City Council voted on Sept. 24 to adopt resolutions approving annexation of Joiner East/Ranch East into the city's maintenance financing (CFD) structure. The resolutions were listed as item 8I on the consent agenda and were approved after public comment and council discussion.
Residents and commenters said the area has documented drainage and stormwater deficiencies that predate development. One resident recounted repeated flooding and said "the whole area floods" and warned that roads and lower-elevation subdivisions could be affected; another urged the city to take definitive action rather than promise maintenance later. A city representative explained that the annexation is intended to provide a maintenance funding stream — "Main street maintenance, traffic signals, stormwater quality, and drainage facilities" — and is not an item that funds design work for large storm-drain projects.
Staff acknowledged known drainage deficiencies and said long-term reclamation or storm-drain projects require environmental review and coordination with other entities. Staff described the CFD revenue as a mechanism to maintain existing infrastructure and as potential "seed money" for larger projects that will take time and environmental permitting.
Vote and action: Council moved and seconded the motion and approved resolution 2024-197 and 2024-198 to annex the identified properties into the Facilities District/CFD; the motion carried with council votes recorded in the meeting minutes.
What comes next: Staff said the annexation creates a revenue stream for maintenance; larger drainage projects will require planning, environmental review and coordination with other agencies and additional funding.
