Lincoln council authorizes one-year extension for Clover Valley preservation partnership

The City of Lincoln on Dec. 10 authorized the city manager to execute a one-year extension to the existing agreement with the Placer Land Trust for the Clover Valley Preservation Project, extending the side letter to Dec. 31, 2025. Staff told the council the city previously committed $1,000,000 from the Oaktree Mitigation Fund toward the effort and recommended the extension to allow additional fundraising and negotiations to conclude.
City staff described Clover Valley as an environmental habitat with blue oaks and other mature oak species and noted the project’s potential educational benefits for William Jessup University and West Placer Unified School District. Staff said the project aims to preserve slopes and valley floor areas immediately and is still negotiating privately to secure funds for ridge and rim parcels, which are more valuable and costly to preserve.
Staff noted alternatives, including clawing back the mitigation funds to pursue other habitat opportunities, but said comparable preservation opportunities inside city limits are rare. The council moved and adopted the extension unanimously.
Staff indicated they would report back in six months if negotiations stall. The extension does not change the previously committed $1,000,000 amount but provides additional time for William Jessup, Placer County, private donors and landowners to finalize a comprehensive preservation agreement.
