The City of Crockett voted to award preliminary project engineering for a Community Development Block Grant (CDBG) wastewater improvement to KSA Engineers. Staff explained the project is intended to address a 24-inch sewer main that constricts to an 18-inch segment, passes under railroad tracks and periodically traps debris, creating repeated backups and risking the loss of the sewer line.
City staff told council the problem was included in the city’s 2016 capital replacement plan and noted KSA helped draw original plans for the TCEQ project, giving the firm particular knowledge of local conditions. The staff report said two firms (SPI and KSA) rated equally but KSA submitted required CDBG certification documentation, which was used as a tie-breaker.
A council member moved to award the contract to KSA, the council seconded and the motion carried. Staff said engineers can now move forward with the application and project design if the city secures CDBG funding.
