School committee approves FY26 capital request, advances Hemingway MSBA feasibility funding

The Framingham School Committee voted Oct. 2 to submit a narrowed FY26 capital request that prioritizes the Hemingway Elementary School feasibility and schematic design and district safety upgrades.
The committee approved asking the city to appropriated an additional $2,000,000 for the Hemingway project, to be added to $600,000 already appropriated, for a feasibility/design total of $2,600,000. Executive Director of Finance and Operations Lincoln Lynch described the two‑item request as a one‑year pause from larger capital requests to address a backlog of projects and to free municipal capital for other departments. Lynch also asked for $1,465,000 to fund district safety upgrades including entryway mitigation, badge access and elevator upgrades, cameras and gates.
The vote followed detailed discussion about deferred maintenance, project sequencing and staff capacity. Lynch told the committee there is a backlog of roughly $46 million in projects and that the district is moving forward with a $400,000 Farley solar design requisition; he said the district intends for roof projects to be made “solar ready” where feasible.
Committee members raised concerns about the tradeoffs of a narrowed request. Several members asked that projects such as Barbieri stormwater, Walsh lights and other previously prioritized items not be lost from future planning. Members also debated leasing versus purchasing buses as a contingency for the NRT contract. The motion to submit the FY26 request was moved by Miss Moshe and seconded by Mr. LaBarge and passed by roll call.
Because the Hemingway project would seek Massachusetts School Building Authority (MSBA) participation, a second, separate motion approved MSBA‑required appropriation language and instructed the mayor and city council to appropriate funds early so the district can meet the MSBA eligibility and deliverable schedule. Committee member Adam Freudberg read the MSBA language into the record and the school committee voted to approve both the motion for MSBA feasibility/schematic funds and a request that the city appropriate the funds by January 2025.
Next steps: the district will pursue the MSBA feasibility agreement and work with the mayor and city council on early appropriation to preserve the district’s MSBA eligibility window.
