School committee weighs MBTA Communities Act’s potential impact on Framingham schools

Adam Freudberg, who requested the item be added to the agenda, said the committee needs clearer data on where the district is already "feeling the pain" in capacity and how adding new housing units could change projections. He suggested the district study developer mitigation agreements that tie payments to student yields from new projects.
Superintendent Dr. Trembley/Tremblay said the Massachusetts School Building Authority’s (MSBA) enrollment forecasting for the district’s Hemingway project already included assumptions related to the MBTA Communities Act. "MSBA is considering the MBTA Communities Act as a done deal," he said, noting the agency factored student increases into its sizing work.
Members asked for school‑by‑school enrollment updates that show current capacity versus projected yields, and for the district to engage its demographer as specific zoning or development proposals emerge. Committee members also discussed the potential for memoranda of understanding or developer agreements that would provide funding for schools if new housing generates a significant number of students.
What happens next: the district will provide additional capacity data and work with its demographer to refine yield estimates as specific developments are proposed.
