Staff said the land remains county-owned and that memorialization makes the change legally traceable; staff recommended the board consider an ordinance change because resolutions are harder to track in the record. Staff also described options for short-term management of the strip—such as bollards, jersey barriers, or signage—to prevent vehicle traffic while the board decides on long-term reuses. The planning office noted the strip is about 43 feet wide in total and that an elevated roadway along part of it is roughly 11 feet wide.
Supervisors asked that staff not proceed without board review and requested staff present proposed bollard/closure plans for prior review before installation. Staff agreed to meet with counsel to confirm statutory requirements (including a cited section of state code) and to return with a recommended approach and a timeline that meets the memorialization deadline.
