The Board of Supervisors approved a special exception for a 104-acre solar facility on Broadfield Road (Case 2406-SE-04) filed by Ralph and Virginia Reed/Colonial Beach Virginia Solar LLC.
County counsel said applicants offered a voluntary payment agreement staged in three payments of about $40,000 each; the county attorney indicated the agreement is generally acceptable but requested final language be made acceptable to the county attorney and included as a condition. Planning staff told the board the planning commission had voted unanimously to recommend approval with 15 attached conditions.
Supervisor McCormick moved to approve the project with the planning-commission conditions and the voluntary payment agreement in a form acceptable to the county attorney; the motion was seconded and carried by majority vote (one supervisor voted no). The board instructed the county attorney to finalize the voluntary payment agreement language before staff completes the file.
No construction financing or permits beyond the special-exception approval were authorized at the meeting; conditions from the planning commission will be part of the approved record and the voluntary payments will be incorporated into the final documentation.
