County credits transfer-station permit enforcement with $91,000 in short-term savings

County officials told the Board of Supervisors that tighter enforcement of transfer-station permits and hang tags has produced significant short-term savings.
The transfer-station manager reported that implementation of new procedures and more stringent checks produced about $91,000 in savings in two and a half months. "In the last 2 and a half months we have saved over $91,000 by just making sure that everyone has the permit, everyone that's coming in there has a third party account and making sure that people have their hang tags," the manager said.
Board members and public commenters asked for more convenient hang-tag distribution—mailing tags or issuing them during tax payments—and raised concerns about vehicles with out-of-state plates using the county facilities despite living in the county. A supervisor noted the county's 2009 contract with Republic Waste requires approved haulers to charge directly for waste collected in Westmoreland County and said the board will investigate who 'dropped the ball' on enforcement of that contract language.
The board thanked staff for the cost reductions and asked the treasurer and transfer-station staff to work on more outreach and possible changes to hang-tag distribution to reduce public frustration while maintaining compliance.
