DeKalb County Council approves transfers, salary-ordinance amendments and sheriff contract

The DeKalb County Council on Dec. 11 approved multiple interdepartmental transfers, amended annual salary-and-wage ordinances and confirmed the sheriff—s salary contract as the council wrapped its final regular meeting of 2024.
Council approved smaller transfers from the surveyor—s office (about $949.50 total) for conference-room whiteboard paint and four replacement office chairs and two transfers for the coroner—s office (including $1,200 and $1,500 line moves to cover deputy-coroner pay). Central Communications received a $36,800 transfer to cover overtime and staffing-related overtime costs that staff said resulted primarily from medical leaves, not from new budget requests. The highway department received a $1,500 transfer to cover an earlier-approved stipend.
The council moved and approved first reading, then suspended the rules and adopted second and third readings for both the 2024 and 2025 salary-and-wage ordinance amendments. Staff said the amendments correct the wage matrix entries for several departments (probation/community corrections, surveyor and sheriff classifications) and do not increase total budgeted dollars.
On personnel matters, the council approved the sheriff—s salary contract using the alternate method described in the contract materials (a calculation tied to the prosecutor—s salary). Council members discussed how the food allowance is handled and confirmed the contract was the method the council had used in prior years.
Council also authorized staff to make routine year-end transfers needed to close 2024 accounts and received an audit of potential "rainy day" transfers dating back to 2016—2022. Staff said roughly $495,754 from prior years could be moved and estimated an additional $700,000 might be available once 2024 final numbers are closed; county general fund cash balances would remain above the county's internal targets after the proposed moves.
The meeting agenda included routine schedule planning and liaison assignments for 2025, which the council approved with the exception of two September meetings the council agreed would be evening sessions to avoid a Labor Day conflict.
What happens next: the salary-ordinance amendments take effect per statutory requirements and the county—s fiscal office will complete year-end transfers and publish final 2024 balances in January.
