Rising Sun updates fiscal policy to clarify billing timelines, accidental sewer credits and payment rules

At its Aug. 13 meeting, Rising Sun's Town Commissioners approved Resolution 2024-11, revising the town's fiscal policy to clarify payment procedures, late-fee application and a limited sewer-fee waiver for accidental continuous discharges.
Town Administrator explained the changes are largely organizational (moving fee-schedule language into the fiscal policy) but also add specificity: in-person payments must be received by close of business on the due date; electronic payments must be time-stamped by 11:59 p.m. on the due date; mailed payments must be postmarked not later than the due date; payments placed in the town's outdoor drop box must be deposited by close of business on the due date. Town staff will process discounts and allocate late fees on the next business day following the due date.
The resolution formalizes a sewer fee waiver policy for ‘‘accidental discharges'': properties that incur a continuous flow in excess of 2,000 gallons may be eligible for a sewer-credit, limited to once every two years. Administrator emphasized the policy is intended for genuine accidents (for example, a garden hose left running) and not for regular activities such as watering lawns or washing cars.
The policy also clarifies that properties served by town sewer but not town water (for example, those with wells) may still be disconnected for sewer nonpayment; reconnection outside normal hours will require payment of an overtime fee. The resolution passed by voice vote with no substantive discussion.
The town said it will retain discretion to adjust thresholds or frequency of credits if commissioners direct changes in future meetings.
