Town schedules Oct. 17 planning commission hearing for Knutson and Stevens Preserve concept plans

Town staff told the Maryland Board of Commissioners that the planning commission will consider concept-plan submittals for the Knutson and Stevens Preserve developments at a meeting on Oct. 17 at 5 p.m. The town administrator said the meeting will focus on concept-plan review, the first of three phases that include preliminary and final plan approvals.
"We do have a planning commission meeting coming up on October 17. That's a Thursday at 5PM," the town administrator said, adding that concept-plan approval does not itself grant construction permissions. The administrator emphasized the phased review process: concept approval, preliminary plan approval, then final plan approval, and cautioned projects may take "another 6 months to maybe even a year" before reaching final plan submittal.
On technical matters such as stormwater management, staff said there is not a separate public hearing; engineers review submittals for compliance with applicable federal, state and local codes and report findings to the planning commission. "Stormwater management is no different than when you're looking at land development review for things such as the construction of the road ... the engineer ... just provides a report to the planning commission stating that those items are in compliance or not in compliance," the administrator said.
The town described its notification procedures for planning hearings: the required newspaper notice runs two successive weeks with the first notice appearing no less than 14 days before the hearing; the town posts the property, posts information on its website, and mails notices to property owners whose parcel boundaries are within 500 lineal feet of the subject property. The administrator clarified the 500-foot measurement is from property boundary to property boundary, not from an existing building to a proposed building.
The planning commission meeting is scheduled for Oct. 17 at 5 p.m. Town staff said the commission will consider the concept-plan submittals but noted additional technical reviews and later hearings or submissions may be required before any final approvals.
Next step: the planning commission will consider the concept plans on Oct. 17; technical engineering reviews and subsequent plan phases will follow as required.
