The Rising Sun Town Commissioners on Aug. 13 adopted emergency Ordinance 2024-07 to amend Chapter 2 of the town code and resolve conflicting language about membership on the planning commission and the board of zoning appeals.
Town Administrator read the ordinance into the record, explaining the amendment removes a last sentence that had created a conflict with the original intent. The revised language keeps the longstanding rule that one member of each board may be a nonresident who demonstrates an interest in serving, and it clarifies that town employees are not permitted to serve on those boards.
A motion to adopt Ordinance 2024-07 was made and seconded; the commission approved the ordinance by voice vote and recorded it as passed as an emergency ordinance. Town officials said the change is a cleanup to align the ordinance with the policy the board adopted previously.
The ordinance is administrative in scope and is intended to clarify appointment criteria rather than change the substantive composition of the boards.
