Rising Sun commissioners voted to send Ordinance 2024-01, a zoning amendment focused on guest and visitor parking for residential developments, to the planning commission for review and a future public hearing.
Town Administrator summarized the proposal as a fix for several ambiguities in the current zoning code: minimum garage and driveway dimensions to count as off‑street parking, and a new on‑street guest/overflow parking table that scales requirements to development size so that smaller subdivisions are paved wide enough to accommodate guest parking and larger developments meet demonstrated overflow needs or provide satellite parking.
The ordinance would require clear dimensions for garages and driveways to be eligible for off‑street parking credit and set different on‑street requirements (for example, two guest spaces per home for developments of 50 or fewer homes, graduated ratios for larger developments). Administrator said the provisions are designed to prevent narrow streets and unsafe conditions that impede fire and emergency vehicles.
The board unanimously moved and seconded approval to forward the ordinance to the planning commission; no adoption occurred at the meeting.
