Severe storm inundates Rising Sun: town reports $2.1 million in damages, 16 mobile homes uninhabitable

Town Administrator (unnamed) described repeated surges into the treatment plant, reporting roughly 3,300,000 gallons of inflow at the system's peak — more than double volumes from an earlier storm. “We were on the verge of overflowing the wastewater treatment plant,” the administrator said, summarizing plant operator concerns.
Damage assessments submitted by the town total about $2,100,000, with the Mill Creek Mobile Home Park accounting for roughly $1,700,000 of that figure. Of 21 trailers affected there, town staff declared 16 unfit for habitation because first-floor water intrusion required removal of flooring, cabinets and wall material; county emergency services and the Red Cross have provided housing for 14 families so far. The town placed dumpsters at the site and began mitigation steps including removal of contaminated materials and assessing whether structures meet the 50% threshold FEMA uses in repair/vs-replace calculations.
Officials said they are conducting town- and countywide evaluations to support any potential FEMA disaster declaration and are documenting losses and mitigation actions. Town staff also reported localized business damage (Buck's restaurant, Johnson's Liquors, the American Legion) and work to identify any open manholes or inflow/infiltration points that may have contributed to the unusually high volumes entering the system.
The board heard questions from the public about rebuilding standards for affected trailers; the administrator said determinations about bringing units up to current code will follow FEMA guidance and the completed damage assessments.
