Rising Sun authorizes changes to 2021 paving contract, reallocates Mount Street work

The Rising Sun board on Sept. 14 approved Resolution 20 21 11 to let the town administrator modify the previously approved 2021 paving contract based on engineering recommendations.
Town staff explained bids for the repaving contract came in lower than expected, creating financing flexibility under the existing 10-year note (annual payments not to exceed $100,000). Because a separately funded project to replace waterlines and install broadband conduit on Mount Street is due to begin in spring 2022, the board agreed to scale back Mount Street from full curb-to-curb replacement (estimated $160,658) to milling and targeted repairs to avoid redoing new pavement when the waterline work occurs.
KCI Technologies recommended adding Crothers Avenue between Browntown Lane and Cooper Avenue at an estimated $60,725.06 and authorized the town administrator to add other prioritized streets from the town's 2015 KCI roadway evaluation to the 2021 project where financing permits. The board also approved paving the Veterans Park parking lot after required drainage piping is installed.
The resolution gives the administrator limited flexibility to add projects under the previously approved financing and avoid returning to the board for minor scope shifts; the motion was moved, seconded, and approved by voice vote. Staff said they will coordinate contractor scope and financing details and report back to the board.
