HEB ISD reports near‑complete rollout of fentanyl and suicide prevention lessons required by state law

Stacy Forrest, HEB ISD coordinator of counseling and student services, updated trustees on the district’s implementation plan for lessons mandated by House Bill 3908. The law requires annual, research‑based instruction on fentanyl prevention and drug‑poisoning awareness for students in grades 6–12.
Forrest said the district structured the guidance lessons to run 25–30 minutes, with campuses able to choose the delivery method that worked best (counselor‑led or teacher‑led after counselor training). "As of a few weeks ago, we had 93 percent completion of the suicide prevention lesson up to this point, and 83 percent completion of the fentanyl prevention lesson," Forrest reported. She said most campuses would complete both lessons by April if they had not already done so.
The presentation included content topics covered with students (what fentanyl is, lethal doses, use of naloxone/Narcan, how to access on‑campus resources) as well as resources for parents and campus counselors. Trustees described examples of how the lessons were delivered at the high‑school level (Trojan Talking teams), including practical Narcan practice used with students in some groups.
Why it matters: The update shows the district has broadly implemented the new state requirement and is tracking completion rates; staff plan to adjust lesson calendars to align with prevention awareness months and to refine delivery methods based on counselor feedback.
