The presenter said the group favors creating a facility closer to residents and building sustainable pre-lock services to divert individuals in crisis from locked inpatient placements. "We would like to have a facility closer to us, but we would also like to have some sustainable preservices," the presenter said, adding the emphasis is on diversion rather than only building a locked facility.
The group is exploring funding and regional partnerships, including a July 2025 grant cycle for municipal/regional innovation grants and conversations with neighboring counties and the regional planning commission about possible joint applications.
The committee also discussed a written contract with Alliance Systems for an interstate-compact arrangement; the presenter said Alliance Systems withdrew late in the process due to capacity constraints and the group will pursue other partners and facilities.
Committee discussion focused on fiscal impacts from sending residents to distant facilities. One member noted that Winnebago’s rate "went up to $2,100 per day" for the first three days and that many costs are not covered by insurance, leaving counties to absorb significant expenses. Members estimated transport costs per trip could run roughly $800–$1,200, and noted long staff time and clearance delays can add to the burden.
The presenter noted that Sequoia County received a state grant to reopen a former nursing home for dementia care and that Polk County may contract with neighboring counties to augment local capacity.
No formal action was taken; the ad hoc group will continue coordinating grant applications and regional planning.
