Polk County advances bonding plan, reallocates broadband funds toward grandstand and road projects

The Polk County Board of Supervisors discussed and moved forward on a bonding strategy and a reallocation of unused broadband funds during its Oct. 15 meeting.
County staff said the proposed bonding authorization would not exceed $2,250,000, a figure intended to stabilize the county levy now that ARPA funds have been expended. Staff and committee members described options for funding projects such as a new grandstand (staff cited a potential $400,000 outside contribution and proposed $600,000 total from combined sources) and County Road E repairs, which supervisors described as a multi‑million‑dollar highway project.
Staff noted outstanding principal of about $8.06 million on the county’s debt with scheduled retirements that provide annual bonding capacity near $2 million. Supervisors debated whether to use the unencumbered $6.9 million balance to reduce borrowing or to bond the full amount now to take advantage of market conditions and avoid rising construction costs.
Separately, the board approved resolution 41-24 to reallocate approximately $800,000 of unused broadband funding toward capital projects, including $650,000 for the grandstand and $150,000 toward County Road E work, subject to final project scoping. The board also discussed options to bond a portion of projects while using some unencumbered funds to reduce immediate borrowing.
The board voted on related items by roll call where required; staff said bonding preserves levy stability and allows capital projects to continue without cutting operating programs.
