Planning staff told the committee the town of Lincoln approved the rezone and staff found the change would align with surrounding land uses and the county comprehensive plan.
Staff described the property as located at 994100 Twentieth Avenue, adjacent to the Apple River (classified as a Class 2 water). The presentation noted the parcel’s current use is residential and that rezoning from Agricultural A‑10 to Residential R‑1 would reduce the side‑yard setback requirement from 25 feet to 10 feet under shoreland standards, enabling the owner’s planned accessory building. Staff also said the county provided legal notice and received no public comments on the request.
Planning staff summarized the recommendation: “Changing the zoning of this property to residential r 1 is supported by the town of Lincoln,” and endorsed forwarding the request to the county board.
