Polk County adopts $35 annual special charge for county recycling operations

Polk County supervisors voted to adopt a special charge for recycling on Oct. 15, approving resolution 40-24 to establish a dedicated fee (staff presented $35/year as the working estimate) to make the county recycling center financially independent of the general levy.
County staff said a five-year analysis shows a $35 annual charge could generate roughly $831,000 a year by 2029, which would relieve about $350,000 in levy-funded operations. Staff proposed using those dedicated funds to purchase new recycling equipment and trucks as outlined in the county’s five-year CIP.
Some supervisors and speakers objected that many residents already pay private haulers for curbside recycling or that city residents pay for recycling services; they asked whether charging residents who do not use the county site is appropriate. Staff and the auditor’s office were said to be evaluating whether to set the revenue as an enterprise fund or a dedicated fund and how employee compensation would be handled.
The board approved the resolution by roll call (majority vote). The resolution does not contain a sunset date, and staff told supervisors they expect to revisit fee levels after the fund accrues revenue and equipment purchases are made.
