County Administrator Norby presented an early look at budget priorities and funding levers, focusing on bonding capacity, capital requests and proposals to keep the levy flat while funding projects.
Norby said the county is assessing bonding capacity and cited a working number of about $1.7 million while also referencing a $2.2 million bonding scenario. He listed capital requests that will be part of the budget process, including fair projects (grandstand and bleacher options), County Road E resurfacing and communications/infrastructure items, and said departments can request funds in the annual process.
Norby explained that bonding is typically used for capital projects (buildings or roads) rather than operating costs and outlined options such as replacing levy-funded projects with bond proceeds to preserve operating capacity. He said more detailed budget slides and the full recommended list will go to the County Board in October and that the final balanced budget will be prepared for the board’s December adoption.
The committee discussed possible reallocation of broadband funds and the timing of projects; Norby said staff would present details to the full board, and supervisors will have opportunities to adjust the recommended lever pulls in October.
