Don Wortham and the county administrator gave committee members an early look at the 2025 draft budget and the county’s fiscal position. Don Wortham described the draft departmental packet ("70 some odd pages") as an early-stage document and said staff anticipate delivering a balanced budget in September if current assumptions hold. He noted limited revenue levers and prior use of federal COVID funds to finance capital projects.
The administrator reported audit and reserve figures: a $17 million total reserve, about $4.6 million already committed to ongoing projects, and roughly $7.8 million that would be available above the board’s 50% reserve rule. He said the county finished 2023 better than projected and that 2024 sales-tax revenue dipped slightly (about 1.7%).
Staff discussed capital needs and potential bonding to protect the levy. Notable project references included County Road B (county share roughly $850,000 of a $4.4 million project), HVAC upgrades at the justice center, Grandstand/parks projects (estimated $1.76 million), and dam repairs awaiting DNR review. Broadband remains a priority: Polk County set aside $1 million to expand fiber, with $800,000 remaining for allocation; staff noted federal grant funding for broadband exists but that the road-to-house connection remains the costly final step.
Staff framed options for keeping the levy stable (bonding versus drawing reserves) and asked the committee to consider project priorities when the full budget is presented in September. No formal budget decisions or votes were taken at this meeting; staff committed to continuing the process and bringing a full budget package in the coming months.
