The Newport City Council voted to direct the administration to identify vendors, requisition costs and return with purchase recommendations for a set of traffic‑safety technologies, including five trailer‑based speed monitoring/data collection units and ten pole‑mounted speed displays.
Councilor Carlin, sponsor of the resolution, argued the equipment addresses neighborhood complaints and provides data to guide enforcement. Administration provided a preliminary cost estimate of roughly $140,000 for five trailers and 10 displays, with additional configurations potentially raising the total to about $150,000. The city indicated funds could be found in the capital improvement program or phased into the FY2026 CIP; immediate purchase would require reprioritizing existing capital projects or using contingency funds.
Police Chief Duffy testified the equipment yields immediate benefits: "it allows the immediate effect to have the motorists see with the speeds that they're going, which causes immediate self reflection and to slow down," and said the devices also help the department direct staffing efficiently by producing traffic data.
Council approved the resolution and asked administration to return with requisitions specifying exact equipment, quantities, vendor quotes and recommended funding sources before any purchase is authorized.
