The Newport City Council voted to approve a proposed settlement resolving about 12 years of litigation over the Anne Street Pier extension. City solicitor Christopher Bien summarized the agreement, saying it would replace an earlier approval for a 330-foot extension with a 210-foot extension and include management provisions consistent with Coastal Resources Management Council (CRMC) restrictions.
Bien said the settlement addresses contested littoral rights and would allow the city to move forward with a smaller extension intended to expand docking for smaller transient vessels and support the city's maritime center. He said the harbor master believes the expanded facility could operate in the black and generate revenue for the harbor enterprise. The resolution authorized the mayor to sign the settlement subject to solicitor review and potential minor revisions required by court and CRMC review.
The council moved the resolution, seconded it and voted in favor. The solicitor and staff signaled the move would avoid protracted litigation and could permit construction to begin depending on funding and regulatory approvals.
