Middletown board approves contracts, awards and purchases in unanimous votes

The Middletown Township Board of Supervisors approved several routine contracts, awards and purchases by unanimous votes at its July 18, 2022 meeting.
What the board approved (motions passed 5–0 unless noted): • Consent agenda: payment of the 07/18/2022 bills list for $3,115,600.52; minutes and right-of-way agreements with PennDOT. • Implicit bias training: one-time contract with DNG Consulting for $2,235 to deliver training for current board and commission members; the Human Relations Commission supports the program and the board discussed options for onboarding future appointees via recordings or online modules. • CDBG curb ramp replacement: award to NJS Concrete LLC for $209,655, including an alternate for striping and signage; low bidder was deemed nonresponsive. • Fuel consortium contracts (2022–2023): recommended awards to Petroleum Traders Corp (Fort Wayne, IN) for unleaded gasoline (estimated $260,000) and Reagan's Inc. (Cumberland, NJ) for heating fuel (estimated $18,000) and low-sulfur diesel (estimated $63,000); the township participates in a Bucks County consortium to obtain favorable pricing. • Rolling equipment: purchase of two John Deere Z9150 mowers for $24,391.50 to replace aging units; funding was included in the prior budget. • Police equipment building: purchase of a special-use vehicle storage building for the police department for $21,715 to store motors, ATVs and bicycles and free evidence garage space.
Board members asked clarifying questions about frequency of bias training for future appointees, bid responsiveness on the CDBG work, and procurement practices for equipment; staff answered and the motions were approved. No votes failed or were tabled at the meeting.
Next steps: staff will implement signed contracts, schedule the training session in September, and return to the board with bid awards or contract documents as required.
