Council approves expanded Youth Council membership and bylaw changes

The council approved amendments to the Harrisburg Youth Council bylaws on July 16 after a presentation by Casey, Youth Council staff.
Proposed changes — adopted by council motion — increase membership from 20 to 30 to allow for year‑end attrition and greater capacity, move officer elections to December with January terms, restructure the executive board (president, vice president, secretary, conduct officer, treasurer), add a grant committee for future state chartering opportunities, and implement a points‑based participation system to encourage consistent involvement. The bylaws also clarify that Youth Council members cannot be required to volunteer at for‑profit events or events serving alcohol; volunteer participation remains at advisers’ discretion.
Casey said the proposed changes will allow the Youth Council to take on more community service and collaborative projects with other county youth councils; staff indicated additional administrative costs for expanded membership are budgeted.
