Key elements: the town will now provide carts (which the staff said lowers per‑home solid‑waste rates), a work‑order system will manage bulk pickup requests, and the contract value rose from about $1,190,000 last year to a projected $1,350,000 this year due largely to adding roughly 400 new homes to service. The town will continue weekly trash and recycling collection for most units and maintain HOA contracted services where applicable.
Staff said the work‑order approach will let the town monitor utilization of bulk pickup and guide residents about unacceptable items (with alternatives listed at county hazardous‑waste or landfill facilities). The contract includes quarterly reconciliations for homes served and no change to HOA weekly pickup provisions.
Council moved, seconded and approved the award; the motion carried without recorded opposition.
