The Town of Harrisburg council approved annexation, a zoning map amendment and a development agreement for Traynor 2, a proposed 23‑lot single‑family subdivision on a roughly 25‑acre site on Hickory Ridge Road.
Staff presented the proposal as three concurrent applications: a zoning map amendment to establish a residential district for 23 lots, an annexation petition to bring the property into town jurisdiction, and a development agreement that would codify conditions and standards for the subdivision. Staff noted the plan provides lots averaging just over a half‑acre (density below 1 dwelling unit per acre), more than six acres of dedicated open space, rear‑load housing with shared driveways, and a connector road described in the town’s comprehensive transportation plan. The Planning and Zoning Board reviewed the item and unanimously recommended approval with 14 standard conditions.
Alan Curley, the developer representative, told council the project is intended to complement the adjacent Traynor 1 community and described shared‑driveway design choices meant to minimize visible driveway access from the connector road. Curley said the developer has a long relationship with Harrisburg and offered to answer technical questions. Quote: "Good evening, mayor and members of the council. During public comment and Q&A, residents and council members asked about traffic and sight distances at the proposed connector road, the proposed speed limit (one speaker referenced "45"), whether sidewalks and a multi‑use path would be provided, tree preservation near nearby Sacred Ridge Elementary School, and whether water/sewer capacity (WASAC allocation) had been confirmed. Staff and the developer said utilities would be extended as part of development, WASAC allocations are evaluated during technical review, and that detailed design would include sight‑distance checks and other engineering calculations.
Council moved, seconded and approved the zoning map amendment, the annexation petition and the development agreement as presented; the vote was recorded as carried in the meeting transcript.
Next steps: staff will finalize any editorial revisions to the development agreement as authorized by the town attorney and proceed with actions contingent on the annexation going forward.
