Staff presents Harrisburg vision and plans first comprehensive plan for 2025

Zachary, a town staff presenter, introduced the Planning and Zoning Board to a strategic vision and mission adopted from a council retreat and said the town will begin work on its first comprehensive plan in 2025.
"Harrisburg would be a distinctive family focused community where memories are made," Zachary said, urging the board to use the vision as a guiding framework when reviewing development proposals. He said the comprehensive plan will be a "blueprint" for growth and should inform decisions about housing, environment, economic development and where the town chooses to grow over the next 10 to 15 years.
Zachary said planning will help the town direct growth rather than react to it, citing the town center project and increased interest from nonresidential investors. He encouraged the board to keep the vision and values in mind when evaluating conditional rezoning requests and development plans so that improvements — from street trees to lighting — align with the town’s stated goals.
The board expressed support for being involved in the comp-plan process and welcomed the use of consultants to help simplify and standardize ordinance language. Zachary said staff is lining up interviews with firms in January to help with the comprehensive plan effort.
