Council holds public hearing on proposed 2024 budget; sewer authority and airport give operational updates

Sewer authority staff reported that major funds total $13,659,000 and discussed the proposed real-estate millage adjustments listed in the budget book (20 mills for general purpose land and 9.8 mills for general purpose buildings). The authority said the system processes about 2,400,000 gallons per day and also provides wastewater services to nine other municipalities as bulk customers. Staff identified planned operational improvements for 2025 including UV-system upgrades (vendor retrofit options noted) and additional operator promotions and hires to fill vacancies; reporting requirements to the state DEP and EPA were cited as a driver for staffing and maintenance activities.
Airport staff reported that arrivals and departures were up about 19% year over year and jet fuel (Jet A) sales rose 8%. Projects under discussion include hanger repairs, access-road rehabilitation, a planned self-serve fueling installation and a permanent security fence; the Bureau of Aviation is funding roughly 90% of the fence work. Council also received an update on a proposed solar field: Tangent Energy (civil service company) submitted a land-development application and is working on building permits and electric interconnection with PPL; UGI identified a gas main crossing the proposed field and is considering relocating its main, an issue staff said they and Tangent discovered during surveying.
Council asked staff to provide more detailed budget-book pages online (the book is available from the city website) and to return with finalized numbers before adoption. No final budget adoption occurred at the hearing; this was an opportunity for public comment and review before formal adoption steps.
