"I have 3 skunks and 2 raccoons live in my house," Stall said, explaining that he obtained the animals from local breeders and is not seeking to create a commercial operation but to produce one or two litters and donate some funds back to the county. Councilmembers and staff responded that the council could not act on such a request during the public-comment period and advised Stall to submit a written request for placement on a future agenda.
City staff offered to forward any documentation and the resident's letter to the city solicitor to determine whether the council has the authority to provide the municipal letter the Game Commission requires. Stall said he would provide contact information and paperwork to staff.
No formal action was taken; staff's next step is a legal review to confirm what the city may authorize and, if appropriate, to prepare an agenda item for council consideration.
