Lock Haven council approves park permits, two small business loans and temporary alley closure

At its July 15 meeting, the Lock Haven City Council approved a set of routine permits, two conditional commercial loans and an extension of a temporary alley closure.

Park permits: The council unanimously approved a request for use of Hannah Park pickleball courts on July 16 and approved Living Hope Church of Lock Haven's request to use the Tiger Den at Kennesawork Park on Aug. 3 for children's activities and a school-supplies giveaway. Staff will coordinate rules, cleanup and volunteer support with organizers.

Commercial loans: The council granted conditional approvals for two loans under the city’s commercial loan program. The first, described as "Luxton Lease," is a $30,000 request with a five-year term at a 3% interest rate, secured by a first-lien position and UCC filing on equipment and inventory. The second, from 2 Maidens LLC, is a $28,000 loan over three years at 3% interest for refinancing and renovation work; applicant Ally said the funds would finish bathroom renovations and let the business begin selling bread.

Ally told the council 2 Maidens sought funding to refinance earlier expansion and to complete bathroom renovations so the business could sell bread commercially. Council members moved and seconded approvals and recorded roll-call yes votes for both loans.

Alley closure: The council renewed Resolution 2024-22 to close a portion of Sarah's Alley to allow sidewalk cafe seating for Stella A's through Oct. 30 and recorded a roll-call vote extending the closure.

All recorded roll-call votes at the meeting were affirmative as listed in the minutes; motions were moved and seconded before each vote.
