"The anomaly that was found...was not from city water infrastructure," a staff presenter said.
Councilors were told the property owners have filed a case with the Public Utility Commission and staff advised caution: the matter will be heard by an administrative law judge and council members were urged not to comment publicly on the pending proceeding. The resident pressed for further city action to address yard damage and asked whether to file a report with the police department; staff reiterated the legal constraints while acknowledging the resident’s frustration.
