Lock Haven council says airport lease edits under FAA review after applicants report no response

Public comment and an unfinished-business update at the July 15 Lock Haven City Council meeting focused on a contested airport fence agreement and the city's ongoing advisory negotiations.
Novospanzo Arce told the council he and Craig Care submitted a contract intended to take effect June 1 and hand-delivered the document to the city solicitor, but had received "0 communication" about whether the city had accepted or would modify the proposal. "We never got the word that you received it," Arce said during public comment.
Council members and staff responded that multiple parties had submitted edits and that the solicitor informed them the agreements were now being reviewed by the PennDOT Bureau of Aviation and the Federal Aviation Administration. The city said it could not make further edits while the agencies’ compliance divisions review the changes.
City staff also summarized work by a county–city advisory subcommittee that has negotiated since February on a long-term operating agreement for the airport. Officials said any eventual plan would require local adoption and separate approvals and public-input processes at PennDOT Bureau of Aviation and the FAA.
Council members acknowledged communication gaps with some applicants. The solicitor will check delivery and follow up with parties who reported no notice of FAA review, the city said. Arce and others urged clearer updates while the federal and state reviews proceed.
The advisory committee’s update stressed that community members who wish to comment will have additional opportunities during the PennDOT and FAA review processes. No formal local action on the fence agreement was taken at the meeting.
