Agreements: Council adopted the final execution of the Route 220, Exit 111 agreement, noting the cost split matches the existing agreement and authorizing the mayor and city clerk to sign the finalized document.
Parks and grant match: Council considered Resolution 20.39 (park/court/fitness center funding) tied to the first phase of Hannah Park renovation. The resolution requires a $200,000 local match to secure grant funding for a court/fitness facility. Council discussed alternatives and timing for matching funds, noted a resident survey on park priorities and recorded several yes votes and some no votes on the resolution.
Flood protection funding: The Lock Haven Area Flood Protection Authority requested an additional $1,500 after expending an earlier $1,500 allocation; council discussed that the extra $1,500 represents an over‑budget payment to be taken from general fund balance and approved the payment.
Staffing and planning: The council received formal notice that Carter Simcox was hired as Planner I (assistant city planner) under the direction of Abby Roberts; his resume and relevant credentials were provided to council.
