Staff said the STRAP award includes a state award of $364,064 and a $10,000 in‑kind contribution from the city; the grant period runs from July 2024 through December 2026 and the work would cover debris removal on three segments of Jimmy's Creek and streambank stabilization on Hamby Creek. The council approved the consent agenda 6‑0.
Under the regular agenda, staff proposed that the city apply for a Great Trails planning grant from the North Carolina Division of Parks and Recreation to study a Memorial Park trail extension from Unity Street to East Main Street with potential links to Winston Street. Staff explained the grant program can provide up to $2 in state funds for every $1 of local match and requires a minimum request of $100,000; staff recommended that any match come from fund balance or the recreation reserve and said the funding decision can wait until awards are announced. Council approved the resolution of support.
Council also voted to amend the personnel policy to document sick‑leave accrual practices for fire personnel. The approved language clarifies that nonexempt fire protection employees earn sick leave at a rate of 12 hours per month; sick leave may accumulate with no maximum for retirement credit under the North Carolina Retirement System; and for pay purposes a sick day equals a regular workday except that nonexempt firefighters on 24‑hour shifts are compensated hour‑for‑hour when using sick leave.
Finally, the council adopted a resolution supporting Operation Greenlight — an initiative encouraging recognition of service members transitioning to civilian life and local businesses to honor veterans around Veterans Day. Each of these measures passed by unanimous vote (recorded 6‑0 where votes were read).
