Council to be briefed on Asbury Church reuse study; preservation group reports robust response

Council member Jacobs told the commission that the firm engaged by the town to study possible uses for Asbury Church will brief the council on Dec. 12. Jacobs described the firm’s work as a "multi‑tiered dive on community views" and said the study may lead to future site‑plan items or rezoning if proposed uses do not conform with existing zoning.
Staff and the council representative said Commonwealth Preservation Group received a robust response to outreach about community views, and Rhonda noted the town issued an RFP for videography to document interviews and oral histories. Staff said the project may proceed in two phases: phase 1 to collect raw interview footage and phase 2 to edit a final product, depending on cost and whether the council approves using contingency funds to cover editing.
Speakers said stabilization and restoration work for the church would not necessarily be actionable by the commission, but the commission would be kept apprised of developments. The report is expected to be included in the council agenda packet for the Dec. 12 briefing; staff said it will also be available on the town website.
The commission did not take formal action on Asbury Church during this meeting; staff encouraged commissioners to review the council briefing and related materials when published.
