Council approves amended WRAP recreation grant; North Summit will install one turf field
Summary
North Summit Recreation Special Service District told the council construction delays and a 1970s right-of-way issue required redesign and higher costs; the county approved an amendment to allow the grant money to fund one artificial-turf multipurpose field rather than two.
Amy Yost, representing North Summit Recreation Special Service District, told the council the district previously received a WRAP recreation grant to support installation of multiple sport surfaces but ran into an unexpected right-of-way alignment dating to the 1970s that required nearly 10 months of coordination to resolve and pushed costs up.
"They ran into a few issues last year while trying to start their project in the early design phase ... this flap that was back from the seventies showed a road right in the center of the portion of the property," Yost told council members, explaining why the project was downsized. She said the district asked the RAP committee and the council to allow the grant funds to be used to install one artificial turf multipurpose field now, with other amenities pursued from separate funds.
The RAP committee recommended the change and the council voted to approve the amended recipient responsibilities so the district can complete a single artificial-turf field this cycle.
Council members noted rising construction costs and supported the pragmatic approach to complete a portion of the originally planned facility now rather than risk losing the project.
