At this session the Summit County Council approved a set of resolutions, an ordinance and administrative items by voice vote. Key formal actions taken by the council included the following:
• Resolution 2023-20 (appointments): Council approved a resolution appointing members (Janelle Fitzgerald, Gary Irvin, Sarah Marchant) to the Piawah Recreation Special Service District administrative control board (terms to expire 08/31/2027). Motion carried by voice vote.
• Resolution 2023-21 (centrally assessed property cross-appeal): Staff recommended, and council approved, authorizing a cross-appeal in a 2023 centrally assessed tax case involving Mid America Pipeline to preserve the county’s standing before the Utah State Tax Commission. Council approved the protective cross-appeal resolution by voice vote.
• Ordinance 952-a (Senior Citizen Services): Council adopted amendments to Title 2, Chapter 1 to increase the number of additional board members (from six to eight), move the senior-board officer start date to January, require volunteer acknowledgment forms, and relax certain restrictions on county-funded transportation and fuel when budgeted. Motion carried by voice vote.
• Interlocal cooperative agreement (Park City): Council authorized an interlocal agreement allowing Park City to provide a $50,000 match to a UDOT technical assistance grant; the combined $225,000 will fund a Park City–Summit County regional parking needs assessment and policy review. Motion carried.
• Justice Court salary: Under state statute the council must set a fixed salary for the Summit County Justice Court judge; council set the salary at $150,000 and directed staff to advertise the position at that fixed amount (required 30-day advertisement). Motion carried by voice vote.
Most motions were approved by unanimous voice vote; where statutory timelines or advertising requirements apply (justice court salary, Truth in Taxation notice), staff were directed to follow the specific statutory posting and public-notice procedures.
