The North Summit Recreation Special Service District presented a proposal to increase its property-tax levy by $75,000 (described in the presentation as about a 78.5% increase) to fund staffing and operations for new recreation facilities, including a full-time director with benefits and a part-time operations coordinator.
Charity (board representative) and Terry Rich explained the levy would move the district toward the levy cap approved by voters in 2019 and is intended to cover staffing and maintenance for new facilities. The district said statutory notice procedures will be followed: household mailings by Oct. 31 and two newspaper notices in the weeks before the Dec. 6 truth-in-taxation hearing, which staff confirmed will occur prior to the district—s budget hearing.
County attorney staff outlined required public-notice steps and said the formal truth-in-taxation hearing will give residents an opportunity for comment and that further budget action would follow the statutorily required notice period. Council members received the presentation and thanked district representatives; no formal council action was taken on the notice itself.
