Planning commission unanimously approves Summit County Justice Center expansion

The Snyderville Basin Planning Commission on June 11 unanimously approved a conditional use permit and master plan development for a 26,431-square-foot expansion of the Summit County Justice Center in Silver Summit.
Senior planner Jennifer Strader told the commission the lot is about 18.38 acres and that county public works and GSBS Architects represent the applicant; she said service providers have reviewed the proposal and there were no adjacent-neighbor comments. "All service providers have reviewed this," Strader said during the staff presentation.
Architect Jeff (GSBS) described the addition''s internal layout and security measures: a public vestibule with an x-ray and metal-detector screening area, separate secure corridors linking to the existing facility, attorney and victim-assistance spaces, detective and patrol work areas, interview rooms and holding rooms, and unfinished future build-outs (gym and canine room) held for a later phase. He said materials and elevations will match the existing complex, using stone at the base and metal panels above.
Commissioners asked about public access and wayfinding; staff and the applicant said the new Paintbrush Road entry will serve as the main public entrance while Justice Center Road will be used for emergency access and secure vehicular storage. Concerns about a detention pond near a wellhead were raised and addressed: staff said an affected pond was removed from the plan and Mountain Regional (the water provider) worked with the applicant to resolve lining concerns.
With no public speakers present, Commissioner Cook moved to approve the CUP and MPD "pursuant to the findings of facts, conclusions of law, and conditions of approval found in the staff report." The motion was seconded and the roll call vote was unanimous; the record shows six ayes and no nays.
Next steps: the project will proceed to building-permit review and implementation of the conditions listed in the staff report.
