Commission approves third amended conditional‑use permit for Soaring Wings Montessori

The Snyderville Basin Planning Commission approved a third amended conditional‑use permit for Soaring Wings International Montessori, accepting staff’s recommendation that the south‑end addition mirror an expansion completed in 2022.

Planner Tiffany Robinson told the commission the 2,740‑square‑foot addition is not proposed to increase student capacity; instead, the space will be used for labs and a faculty conference room to support the existing facility. "Staff has reviewed this against chapter 4 … staff recommends that the planning commission approve the third amendment conditional use permit," Robinson said.

Traffic questions dominated commissioner discussion. Multiple commissioners asked whether the proposal would require opening the site’s secondary access to Highway 224; Robinson said the existing entrance was permitted originally as emergency‑only access and remains so unless permits and approvals change. Commissioners noted the school staggers drop‑off and pick‑up times and that the applicant leases a passenger van to reduce employee commute traffic.

The commission voted to approve the amended CUP on a voice vote; commissioners recorded aye votes and the motion passed. The decision includes standard building and engineering conditions: a development improvement agreement, required permits for any driveway relocation and demonstration of adequate water and sewer capacity by providers.
