Summit County staff presented recommended allocations from the Transportation Sales Tax (TST) program and the related small-cities grant formula. Staff explained the small-cities distribution uses a three-year average of certain quarter receipts and said the program has revenue and remaining bond capacity to fund current requests without issuing a new bond immediately.
Council considered four new project requests: design funding for the SR-32 trail through Camas, an update to an active-transportation plan, Park City's proposed multiuse path along Thaynes Canyon Drive/3 Kings Road (approx. $1.16 million after reallocation), and a $4 million request from High Valley Transit for BRT design and construction along Highway 224. Staff said some previously approved projects required internal reallocations because one project came in under budget and another came in over budget.
After questions about pay-as-you-go versus bonding, staff said current cash and prior commitments allow these allocations and recommended approval. The council approved the packet by motion and vote.
