Summit County convened as the Behavioral Health Local Authority to consider a first amendment to the 2019 behavioral-health contract with University of Utah Health Plans (UUHP). Erin (county staff) explained the amendment would extend the contract through the end of the calendar year and provide temporary county funding intended to cover UUHP's shortfall while the county pursues a longer-term contractual arrangement.
Under the proposed amendment, the county would pay UUHP an additional $50,000 per month for July, August and September and an additional $75,000 per month for October, November and December. Erin said payments would be processed upon receipt of UUHP invoices and would be subject to state reimbursement processes; if the state rejects claims, the county's immediate payment obligations would be limited to nonrejected claims within the defined 21-day window.
Councilmembers described the amendment as a necessary stopgap to maintain continuity of care while further negotiations proceed. The council approved the six-month extension by motion and vote and directed staff to continue work on a longer-term arrangement; the amendment includes provisions for mutual early termination if a substitute agreement is finalized sooner.
