Hoytsville residents urge county to require infrastructure up front and limit density

A group of Hoytsville residents addressed the council about planned and potential development in the area, urging officials to require developers to provide upfront infrastructure, realistic affordable‑housing outcomes and protections for open space and irrigation water.
Bill Wild, speaking for residents, said the current zoning allows roughly 273 units but that proposed development could increase density substantially. He urged the county to require binding commitments up front: traffic mitigation, road design, school and cemetery protections, water and open‑space conservation, and realistic affordability (he criticized the notion that $500,000 units constitute "low income" housing in the current market).
Wild said promises that greater density will follow a future off‑ramp or other state highway improvements should be documented in writing and not assumed. Several other Hoytsville speakers voiced similar concerns about infrastructure capacity, irrigation water remaining in local use, and the pace of change.
Council members thanked speakers for coming, acknowledged the concerns and encouraged ongoing engagement through the East Side general plan rewrite and planning comment opportunities. Councilors said they are listening and that public input at the planning stage can shape outcomes.
Next steps: residents were encouraged to participate in the East Side general plan rewrite and to continue engagement with planning staff and council members before specific applications are decided.
